That is rather debatable. Japan lives in a state of debt right now that is considered EXTREMELY high (this was a result of loans sent to save Japan after the War).
Germany, however, was economically saved by Hitler: even after the war, Germany eventually succeeded in becoming the European power AGAIN. Today, whilst perhaps not as industrially advanced as Japan, Germany is in a state of less debt than Japan.
Besides, if he was asking a militaristic "who'd win a war question" you cannot deny Nazi Germany would have crushed Japan. The Nazis had the largest army ever mustered, the means to support it and, in this hypothetical scenario, the Middle East, Africa, Western Europe, Russia, and the Americas (possibly) under their control. The Nazi Wehrmacht army numbered over 13 million: largest ever on earth.
