Let's see...
1. Initial image cut away from background.
2. Duplicate layer twice.
3. On duplicate layer 1, use the "wind" distort effect. Use "both" for the leading edge.
4. Do the same thing on duplicate layer 2, but do the wind from the opposite direction.
5. Merge those layers together.
6. Blur that layer a bit.
7. On the layer you DIDN'T mess with yet, erase every other row (also in distorts).
8. Merge that down from ABOVE the wind layer.
9. Colorize to blueish.
10. Apply a soft glow effect (in "artistic" menu).
There you go. 10 easy steps for holograms in GIMP. I suspect the instructions are very similar for Photoshop. _________________
