Considering Picard was born in 2305 and this game will take place in 2409 - I suspect you could accomplish that goal with a stiff breeze, if he's not already dead 
Although I doubt it. Star Trek tends to let its character's live for a long long time. Spoilers for the Star Trek Universe and Star Wars Vector Prime
