Actually our promotion system is based off the Jedi promotion system and is the same exact thing.

Because no new members are joining and hanging around, and everyone else is almost a Master.

Right. Pretty much everyone around right now is a veteran member of at least 1 year.
That's why most major decisions are now done by popular vote in the Ideas section these days.
It's a strange situation. Pretty much everyone deserves to be a Council Member - but doing so seems... like not a good idea 
But yes, Ga'nen should probably be knighted, you should probably be bumped to Knight V, and there's one or two other members that we're still ABLE to promote. Everyone else is already sitting at the top.
Perhaps we should just replace every rank with "Rebels VIP"
